8. Negotiating Margins: Representations, Resistances, Agencies
In urban theory and practice, sustainability is increasingly emphasized. Citizens could achieve sustainability through equitable, safe, secure, and well-being. Estimating the rate of crime and implementing a policy to prevent crime and related fear are important requirements in a sustainable city framework. Several policies have been implemented by the Indian government to ensure the safety and security of its citizens regardless of class, caste, or gender. While discussing gender identity in India and their rights to the city, we often restrict the discussion to the popular notion of the gender binary “male and female. “A recent report published by the National Crime Report Bureau of India (2022) represents the details of crimes perpetrated against the transgender community in thirty-four metropolitan cities (more than 2 million population) in India in 2021. In this report, the Indian government incorporates the data on the crime perpetrated by the Transgender community for the first time. In this paper, I have tried to analyze the nature of crimes committed against the transgender population in nineteen metropolitan cities of India and try to identify the reason behind the invisibility of the transgender population in the government report. This entire study is based on secondary data. The National Crime Report Bureau, 2023, provides information on crime against transgender people. Data is further analyzed using content analysis in three sub-themes: nature of the crime, the role of the local urban body, and community resilience strategy.
